Integration of Oracle Projects to Oracle Inventory

HI All,
Does anybody have any experience with the Integration of Oracle Projects to Oracle Inventory?

We don't have Oracle Project Manufacturing installed. We are on Rel 11.02.

We are trying to issue an Inventory Item in Oracle INV to a Project in the 'Miscellaneous Transaction' Screen (Oracle INV). According to the documentation in Oracle Projects User's Guide (page: 12-77), we should be able to issue an Item to Project/task with an expenditure type in a non-manufacturing environment. Apparently, we could not find any fields for Project, Task, Expenditure type in the Miscellaneous Transaction screen (Oracle Inventory Screen).

Are we missing anything here? Is this possible in an environment where Oracle Project Manufacturing is not installed?

I would appreciate any suggestions/experience on this issue. Thank you, Ravi

Hello Ravi,
I suggest you look into your profile options. There is a specific profile that deal with Inventory Project's transactions. I found that in the documentation, which says -

INV: Project Miscellaneous Transaction Expenditure Type ( This profile is updatable at all levels) Governs the entry of expenditure types for project miscellaneous transactions. Available values are:

A) System Derived from Cost Elements: You cannot enter expenditure types for project miscellaneous transactions. The Cost Collector uses the expenditure types linked to the cost elements of the current weighted average unit cost of the item to post to Projects.

b) User Entered: You must enter expenditure types for project miscellaneous transactions.

I haven't tried it, but I assume, if you choose the second option you should be able to enter the values you are looking for.

Hi Everyone,

I have not worked at all with Oracle Projects, but we are considering implementing it for our milestone billing.

Since I am not familiar with the module, can anyone tell me if, in Release 11, there is a link between Projects and Order Entry and also Inventory. I understand that in some earlier releases the Inventory interface required some customization and there was not a link to OE at all.

If anyone can give me some information on how this works, I would greatly appreciate it.

In release 11:

Integration between Inventory and Projects includes the ability to perform Project-related miscellaneous transactions. You can issue inventory to a project or return material back into inventory from a project. This integration does not require Oracle Project Manufacturing.

With Oracle Project Manufacturing, you have the ability to enter project-related sales order, perform project-related planning and scheduling (project and task references of supply and demand entities, project group netting, project full pegging hard and soft), maintain project inventory, collect project related manufacturing costs, and setup project-related quality collections and analysis.

Hi Deb

In addition to Martha's response I would like to emphasis that there is still no integration between OE and Projects for Billing. You can bill from OE by interfacing to AR based on your shipments. In such case your billing and revenue amounts are not known to Projects.

You can drop the interface from OE to AR and bill from Projects based on project's costs or milestones.

In such case there is no standard relationship between your shipments in OE and the billing from Projects.

Such integration is designed by Oracle in the Contract Management new module planned for release 12.

It is true that Rel 11 have the ability to do project related transactions in Inventory, however, Project Manufacturing is required to turn on the switch to transfer these cost to Projects.

To get Project Manufacturing you must purchase the Discrete Manufacturing, be sitting down when you get the price !!!!!!

It is a really silly situation if all you wish to do is transfer Inventory costs to PA.

The Oracle Project Manufacturing Module is designed to link OE, INV, and Projects together. It enables you to create a reference to the Project/Task in OE or in a forecast in MPS which can be passed through MRP to generate Purchase Orders and Discrete Jobs that belong to the Project/Task. Inventory transactions created as a result of these Purchase Orders and Discrete Jobs, or any Misc Inventory Transaction can also carry the Project and Task reference through the use of a logical Project/Task Locator.

How can we get accounts receivable transactions into Oracle Projects when we don't have the Oracle AR module? We are only using Project Costing right now. IF we implemented Project Billing would this help?

If you want to invoice from Oracle Projects you need Oracle Billing module. The flow is as follows: Oracle Billing is preparing the data (formats, values) and AR prints and post to GL (as well).

Hi Lisa,

Will you continue to do your billing from your current AR system? Do you just want to load revenue/invoice amounts into projects so that you can do some margin analysis or is it with the intent to bill from the Oracle Projects module? Do you use Time and Materials billing?

You can either generate revenue/invoice amounts within projects using Time and materials billing or you can interface know bill and revenue amounts from you current AR system to Projects. The former may create amounts that do not exactly tie out to what is recorded in your current Receivables sytem. If you wish to do the latter you will have to 'turn on' Project Billing and write a custom interface program to load these amounts as billing and revenue events into Projects. Unfortunately there is not an open interface available to load revenue/billings; however, there is only one table you would need to populate (pa_events) in order to make this happen. When turning on project billing there are some additional setups and project maintenance activities that need to occur. Please feel free to contact me with any questions you might have.

The normal flow is to have Oracle Projects create revenue/invoice based on cost (T&M) or based on events (Fixed fee, milestone etc.) and then interface the amounts to Oracle Receivables for Billing and Oracle General Ledger for revenue recognition. This way all of you systems are 'in sync', data is entered only once at its Oracle Source, and no custom interfaces need to be written.

We have implemented a standalone PA module; we created extensions (provided for in the billing module) to process invoices imported (temporary table) from an external system. If this is what you require, you might be able to ascertain what need be done by reviewing the OPA Release 10.5 Addendum.

It should help to implement Project Billing. You can create a revenue extension that pulls information from your AR system to generate an event. This event would then generate revenue in Projects and provide visibility to your revenue/billings. Downside of this is that you will need to approve and release all of your revenue/billings in PA once you generate. This can be time consuming.

Hi Bob,

I agree that Payroll to Projects is the correct way for companies who run on an Actual Cost basis (versus a standard cost basis). I have created such an interface from 3rd party Payroll/Timekeeping systems but not Oracle Payroll (yet ;).

Basically what you need to do is make sure that a project/task/expenditure type is captured when time is entered into payroll. Then you'll need to write a custom "Salary Distribution" program to extract the hours by person by project/task/exp type and the final $ out of Payroll by person and distribute the $ over the time charges for the person. Then this file can be imported via Transaction Import (setting the Transaction Source up as Costed = Yes).

I've tried getting Oracle to consider adding a Profile Option indicating the Cost Basis (Actual or Standard) and providing the integration in the proper direction based on this Profile Option. . . but when they looked into it the last time there was not enough demand (not enough companies replied that they operated on an actual cost basis).

I have a client who is implementing 11.02 with the full suite of financials, manufacturing, HR, Projects. The HR/Projects integration is killing us (mostly from the Projects side).

The current issue involving HR is the employee cost rate which is an Oracle design problem (according to Oracle). Projects creates its own tables for Compensation rules (Exempt/Non Exempt) and requires an hourly rate for each employee. It apparently does not read the tables in HR for compensation rules and hourly or salary rates. A TAR has been opened and Oracle Support is looking for a SQL statement to load the data from HR to projects.

This cannot possibly be a new issue. To maintain cost rates in both HR and projects would be a nightmare. This client only has 700+ employees. What do you do if you have thousands? Has anyone created a work around for this? Is there a piece of functionality we are missing (e.g., setups?). Is one work around standard cost rates rather than variable by employee???

We are scheduled to go into solution design the first week in August. Right now, we are missing a big piece of the solution. Any help would be greatly appreciated.

Through PA Release 11.0.2, any interface between PA and HR for employee cost rates in a custom interface. Same problem exists between HR and manufacturing for actual costing. Maybe R11i will be better.

There is a good White Paper from thre Spring '97 OAUG Conference called 'What to do with the extra penny? Costing labor hours in Projects and calculating salaries in HRMS' that provides a good, high level overview of how one company handled this. Maybe check WWW.OAUG.ORG to see if it is there. I can (postal) mail a copy to you if need be.

Bart, thanks so much for your reply. I will see if I can get a copy from OAUG (my proceeding cds only go back to 1998). I guess the biggest piece of information is that this is a common problem, not new, and not resolved. My client is not going to be happy, but they only have 700 employees and a manual work around could be implemented for Phase 1 (Sept go live) and then build an extension / database trigger to populate the appropriate PA cost table.

We just went through a similar implementation. The options we discussed were
a. Costing Extension to select the employee cost rate from HR
b. Write a custom interface between HR and projects to keep the cost rates in sync.

We went with a custom interface to transfer data from HR to projects.

Project Accounting with AR on Cash basis

Without being an AR expert, if you did not setup the autoaccounting in PA for revenue, you could not revenue and invoice from PA for expenditures. Maybe you could just setup the PA autoaccounting for 'event billing', thereby billing (against unbilled AR or deferred revenue) for whatever amounts you want - then creating the revenue in AR and transferring both sets of entries to the GL. You would need some report/mechanism to derive the revenue and billing amounts in PA though (in the absence of autoaccounting rules in this area).

I'm not an Oracle AR guru, but have you thought about:

- Setting your projects up using event/event or event/work ("event" in the revenue portion of the revenue distribution rule) as appropriate for the invoicing method.

- When cash is received for the invoice, enter a revenue event in Projects for the amount and process it.

My thinking is that this would address the amount of revenue recognized and any timing issues related to operating on a cash basis. If you are having difficulty getting the Autoaccounting to hit the desired accounts, I may be able to help with more detailed info about your requirements.
